Comelec chief prepared to face lawyers’ charges before House

Commission on Elections (Comelec) Chairman George Erwin Garcia on Tuesday welcomed the filing of an impeachment complaint against him and six other commissioners, saying he is prepared to face the allegations.

Lawyers are filing the complaint before the Office of the House Secretary General led by Eldrige Marvin Aceron and Sikini Labastilla, who accuse the poll officials of betrayal of public trust, culpable violation of the Constitution, and institutional misconduct related to the May 2022 and 2025 elections.

Garcia said these are old issues that have already been addressed, and that all the accusations have been explained, as no fraud occurred in the previous elections.

The Comelec chief is expected to face several allegations, including the unauthorized deployment of Automated Counting Machine software version 3.5.0 during the 2025 elections, which was allegedly not subjected to the mandatory source code review.

The complaint also cites the supposed use of an unauthorized intermediary server, referred to as “Data Center 3,” through which election results were allegedly routed before being transmitted to transparency servers.

Further accusations include alleged election misconduct involving system interference, such as the deletion of approximately five million votes and the concealment of a single private IP address used for 20,300 vote-counting machine modems.

The complainants said these actions undermine electoral integrity and justify the impeachment of the respondents.
