The Department of Social Welfare and Development (DSWD) has announced the institutionalization of automatic enrollment in the Lifeline Rate Subsidy Program for qualified Pantawid Pamilyang Pilipino Program (4Ps) households, easing access to electricity discounts for low-income families.
The reform is anchored on Joint Resolution No. 01, series of 2026, signed by the DSWD, the Department of Energy (DOE), and the Energy Regulatory Commission (ERC).
The resolution institutionalizes automatic registration for all eligible households through data sharing among the agencies, significantly speeding up access to benefits.
The measure adopts a supplementary and amendatory framework to the implementing rules and regulations of Republic Act 11552, which extends and enhances the lifeline rate subsidy.
“Meron po tayong tinatawag na Republic Act 11552 o yung Lifeline Rate, na kung saan yung mga mahihirap nating mga kababayan, particularly yung mga 4Ps beneficiaries, ay nakakapag-avail po ng diskwento para sa kanilang paggamit ng kuryente,” said DSWD Assistant Secretary Irene Dumlao.

Under the new framework, all qualified 4Ps households included in the latest DSWD-certified list are automatically enrolled in the lifeline rate subsidy, subject to matching with distribution utility customer records.
The reform removes the need for manual applications and addresses long-standing administrative barriers.
“So itong bago nating kasunduan, mas napapabilis na nito yung availment. Hindi na po kinakailangan na mag-apply manually ang mga 4Ps beneficiaries para maka-avail ng lifeline subsidy, provided na ang monthly electrical consumption nila ay pasok sa threshold na itinakda ng ERC,” Dumlao said.

The ERC has adopted a uniform national lifeline consumption threshold of zero to 50 kilowatt-hours per month. Qualified 4Ps households within this range are entitled to a 100 percent discount on applicable electricity charges.
Distribution utilities with existing ERC-approved thresholds above 50 kilowatt-hours will continue to apply current discount structures for higher consumption levels.
The ERC adopted a uniform national lifeline threshold of 0–50 kilowatt-hours, entitling qualified 4Ps households to a 100 percent discount, Dumlao said.
The initiative follows President Ferdinand R. Marcos Jr.’s directive in his 2025 State of the Nation Address to expand the lifeline rate subsidy and make electricity more affordable for economically disadvantaged Filipinos.
The DSWD said the reform underscores electricity as a basic necessity and reflects closer coordination with the energy sector to ensure social protection programs deliver concrete, day-to-day relief to the country’s poorest households.
