Palace, DOTr in talks to make air travel affordable

The government is exploring ways to make air travel more affordable for tourists, particularly for destinations like Siargao, amid concerns that high airfare is affecting the country’s tourism competitiveness in Southeast Asia.

Presidential Communications Office Undersecretary Claire Castro on Thursday said discussions are ongoing between Malacañang and the Department of Transportation (DOTr) to address the issue, following observations by Tourism Secretary Christina Frasco about the relatively high cost of domestic flights compared with neighboring ASEAN countries.

“Indeed, this is being discussed,” Castro told reporters. “The issue is particularly apparent on routes to popular destinations such as Siargao, where fares are higher compared to flights abroad. Secretary Giovanni Lopez of DOTr is already working on solutions and has provided explanations for the higher costs,” she added.

According to Castro, smaller aircraft operating on domestic routes are a major factor.

These planes typically accommodate 60 to 70 passengers but incur operational costs similar to larger jets carrying 200 passengers, making fares on smaller crafts comparatively expensive.

The DOTr has also reportedly negotiated with major airlines, including Philippine Airlines and Cebu Pacific, to reduce ticket prices on certain routes, especially to tourist hubs like Siargao.

In addition, the Civil Aeronautics Board (CAB) monitors fluctuating fuel costs and reminds airlines to adjust fuel surcharges when prices decline, which could further lower fares.

“These measures are part of ongoing efforts to improve tourism in the Philippines,” Castro said.

Tourism officials have highlighted airfare as a key factor in attracting more domestic and international visitors, noting that lower costs could make local destinations more competitive in the ASEAN region.
