Beginning on January 6, road works along the 28.3-kilometer stretch of Epifanio de los Santos Avenue (EDSA) will take place during nighttime hours.
Phase 2 of the EDSA Rehabilitation project will proceed without implementing any road closures.
The asphalt overlay will be done lane by lane (northbound and southbound) on weekdays from 10 p.m. to 4 a.m., with the asphalted portions opened to traffic by 5 a.m.
The first phase of the rehabilitation (reblocking and asphalt overlay)—from December 24, 2025, to January 5, 2026—is being done all day until 4 a.m. while from January 6, road works on weekdays will be from 10 p.m. to 4 a.m. only.
“In the second phase, the road works will occur during nighttime. There will also be no road closures during the daytime. By 4 a.m., they will begin mobilizing, and by 5 a.m., our roads must be passable. This makes a significant difference in terms of traffic management that we will oversee during the EDSA rehabilitation,” said Metropolitan Manila Development Authority chairman Romando Artes.
The government set an 8-month schedule for the EDSA rehabilitation project, focusing initially on reblocking and asphalt overlays from Roxas Boulevard to Orense in the first phase.
The rehabilitation project started on Christmas Eve and will last four months, with the second phase covering the remaining section of EDSA during an additional four months.
As of January 1, asphalt overlay works along the dedicated EDSA Busway have been completed, and the following sections are now open for EDSA Busway bus operations: Southbound: From EDSA Orense to Buendia Avenue and Northbound: From Buendia Avenue to EDSA Orense.
The MMDA reminded that private motorists are not allowed to use the inner lane, which is strictly dedicated to the EDSA Busway.
“Private vehicles are strictly prohibited from entering the dedicated lane. To ensure order and safety, the No Contact Apprehension Policy (NCAP) is continuously being implemented by the MMDA,” the agency stated.
The Department of Transportation (DOTr) earlier ordered bus operators to deploy additional units along the EDSA Busway in compliance with the directive of President Ferdinand Marcos Jr. to ensure mobility of commuters using the busway while the rehabilitation works along portions of the highway are ongoing.
At least 80 personnel from the DOTr-Special Action and Intelligence Committee for Transportation (SAICT) have been deployed on a 24-hour shifting basis to assist the MMDA and Philippine National Police personnel with traffic management, to help mitigate the effects of the EDSA rehabilitation, and to also assist commuters using the EDSA Busway.
The DOTr reported that the Department of Public Works and Highways (DPWH) has completed road reblocking and asphalt overlay works at the EDSA Buendia Station.
“As per the latest update [from DPWH], the overlay works have been completed. Our station access to Buendia will also be restored, so we can now use the Buendia Busway Station. Our barriers are also being restored in the said area,” it stated.
