Army launches humanitarian efforts in storm-battered Visayas, Mindanao

Philippine Army’s Humanitarian Assistance and Disaster Response (HADR) teams conducted search, rescue, and clearing efforts as Typhoon “Tino” battered the Visayas and parts of Mindanao on November 4, 2025.

The 8th Infantry Division, whose area of operations covers Eastern Visayas conducted HADR efforts as “Tino” made landfall on Leyte on the early morning of November 4. In particular, 14th Infantry “Avenger” Battalion troops and other responders conducted search and rescue efforts for a missing 75-year-old resident in Saint Bernard, Southern Leyte, at the height of the typhoon’s onslaught.

Avenger troopers also launched clearing efforts on roads blocked by toppled trees and other debris to make way for the prompt rescue and subsequent efforts. Frontline units of 8ID are carrying out HADR efforts in the coastal towns of Eastern Samar and Leyte provinces that bore the brunt of the typhoon.

The Engineer Support Company (ESC) of the 53rd Engineer “Visayas Builders” Brigade cleared roads and assisted in the evacuation of residents in Cebu.

Moving over to Central and Western Visayas, the 3rd Infantry Division (3ID) launched HADR efforts in communities battered by “Tino.” HADR teams stationed in Camp Peralta, Jamindan, Capiz; the 301st Infantry Brigade in Camp Hernandez, Barangay San Matias, Dingle, Iloilo; the 302nd Infantry Brigade in Camp Leon Kilat, Sta. Cruz Viejo, Tanjay City, Negros Oriental; and the 303rd Infantry Brigade in Camp Gerona, Barangay Minoyan, Murcia, Negros Occidental are working hand in hand with local government responders to provide much-needed aid for typhoon-affected communities.

Meanwhile, in the CARAGA Region, HADR teams from the 4th Infantry Division have pre-emptively evacuated residents and joined local government units in repacking relief items that will be distributed to calamity-affected areas.

“The Philippine Army is closely cooperating with national government agencies, local government units, and other responders for the swift and coordinated response in typhoon-affected communities.” Army Spokesperson Col. Louie Dema-ala said.
