The Department of Justice (DOJ) on Thursday confirmed the issuance of an Immigration Lookout Bulletin Order (ILBO) against 43 Department of Public Works and Highways (DPWH) officials and contractors allegedly involved in anomalous flood control projects.
In a press briefing, Justice Secretary Jesus Crispin Remulla said he has already signed the second batch of ILBO requested by Public Works Secretary Vince Dizon.
“I actually signed it today, and it will be released within the day. But we will bring it out to the Immigration first before we announce it,” Remulla said.
Apart from Dizon’s request, the final list includes a similar request of the Senate Blue Ribbon Committee, chaired by Sen. Rodante Marcoleta, which was approved earlier.
Included in the said list were spouses Cezarah (Sarah) and Pacifico Discaya from Alpha and Omega Gen. Contractor and Development Corporation, Alex and Raymond Abelido from Legacy Construction Corp., Ma. Roma Angeline D. Rimando of St. Timothy Construction Corp., and 38 others.
The Justice Secretary reminded these individuals not to leave the country, as they will have to answer lengthy questions if they insist: “It will not be a pleasant experience because it is a government concern. We have to do this as a matter of defense of the state. We need to protect our state.”
While ILBO monitors the travel of suspected individuals who may attempt to leave the country, it is different from a hold departure order, which prohibits them from leaving the country as they face an investigation for serious offenses.
