President Ferdinand Marcos Jr. on Friday signed a memorandum order authorizing the National Amnesty Commission (NAC) to issue safe conduct passes to former rebels seeking amnesty, saying the move signals a “new chapter” in the country’s push for unity and lasting peace.
Speaking at a ceremonial signing at Camp Brigadier General Gonzalo H. Siongco in Maguindanao, President Marcos said the safe conduct passes will allow qualified applicants to safely return home without fear of arrest while their cases are under review.
These include individuals facing charges related to political beliefs and past involvement in armed conflict.
“These passes do more than protect applicants from arrest, detention, and prosecution—they are an invitation to end armed struggle, to start again, and to take part in building our nation,” the President said.
Mr. Marcos acknowledged that many former rebels have long wanted to reintegrate into society but are hindered by legal cases that remain unresolved.
“Many want to live in peace and follow the law, but their cases are a roadblock to change. Today, we send a message: our doors are open. If your desire to return is sincere, the government is ready to listen, assist, and support you,” he added.
Mr. Marcos underscored that granting safe conduct passes is not only a legal mechanism but a symbolic gesture of reconciliation.
“We are opening the way for those willing to turn away from armed conflict, set aside personal interests, and help bring progress to our country,” the President said.
The order tasks the NAC with ensuring that all safe conduct passes are properly issued and recognized by law enforcement.
The Commander-in-Chief also urged the Armed Forces of the Philippines, the Philippine National Police, and other government agencies to honor the order and help guide former rebels through the amnesty process.
“We must make sure that these safe conduct passes are respected by all authorities. Let us serve as bridges toward peace and national strength by encouraging and supporting those who want to become productive members of society,” President Marcos said.
“This is our dream for every Filipino. Let us fulfill our duty to the nation and help build a country where unity, discipline, and love for country guide our future. Let us choose the path toward a peaceful and prosperous tomorrow for our children and for the entire Filipino people,” he added.
The signing was attended by officials including Presidential Peace Adviser Carlito Galvez Jr., NAC Chairperson Leah Tanodra-Armamento, Bangsamoro Autonomous Region in Muslim Mindanao Interim Chief Minister Abdulraof Macacua, and senior military and local government officials.
