Transportation Secretary Vince Dizon administered the oath of office of key personnel joining his team at the Department of Transportation (DOTr) central office, including five undersecretaries, two assistant secretaries, and one official in an acting capacity assigned to an attached agency.
The DOTr released the following names and their respective designations on Thursday:

- Giovanni Lopez – Undersecretary for Administration, Finance and Procurement
- Mark Steven Pastor – Undersecretary for Road Transport and Infrastructure
- Jim Sydiongco – Undersecretary for Aviation and Airports
- Ramon Reyes – Undersecretary for Road Transport and Non-Infrastructure
- Teodorico Jose Delfin – Undersecretary for Planning and Project Development
- Dioscoro Reyes – Assistant Secretary for Road Transport and Non-Infrastructure
- Villamor Ventura Plan – Assistant Secretary for Maritime
- Raul Del Rosario – Acting Director General and Acting Member of the Board of Directors of the Civil Aviation Authority of the Philippines (CAAP)
The announcement was made after Dizon bared earlier this week plans to hire new individuals in his department to help him implement the marching orders of President Ferdinand Marcos, Jr.
The DOTr said President Marcos signed the appointment papers of the new DOTr executives on February 26 and 27, 2025.
