President Ferdinand Marcos Jr. has approved an increase in year-end gratuity pay for Contract of Service (COS) and Job Order (JO) workers in the government, raising the maximum amount to ₱7,000.
The increase, detailed in Administrative Order No. 28 and signed by Executive Secretary Lucas P. Bersamin, applies to workers who have rendered at least four months of satisfactory service as of Dec. 15.
Those meeting this requirement will receive gratuity pay ranging from ₱5,000 to ₱7,000, while workers with less than four months of service will receive a prorated amount based on the duration of their service.
In his order, Marcos acknowledged the vital contributions of COS and JO workers to government programs, activities, and projects, known as PAPs.
He said the year-end gratuity pay serves as a “well-deserved recognition of their hard work and valuable participation in the implementation of various PAPs of the government, and their pivotal role in the delivery of government services amidst the present socio-economic challenges.”
Employees who have rendered three months but less than four months of service may receive up to P6,000, while those with two months but less than three months may receive up to P5,000. Workers with less than two months of service may be eligible for gratuity pay not exceeding P4,000.
This is the second time President Marcos has approved an increase in gratuity pay for COS and JO workers, following a previous adjustment in 2021 that raised the amount from P3,000 to P5,000.
The new gratuity pay will take effect not earlier than Dec. 15 and will be implemented immediately after the administrative order is published in the Official Gazette or a newspaper of general circulation.
The measure provides much-needed support and recognition for thousands of government workers, many of whom continue to face economic challenges.
