The Department of National Defense (DND) reiterated its commitment to ending violence against women on Monday.

During its flag ceremony, Senior Undersecretary Irineo C. Espino, who serves as the DND Gender and Development Focal Point System (GADFPS) Chairperson, conveyed a message from Secretary of National Defense Gilberto C. Teodoro, Jr.

“I reiterate to everyone that VAW has no place in the Department of National Defense. Not now, not ever. The DND continues to enforce a zero-tolerance policy against VAW perpetrators among its ranks,” Sec. Teodoro stated.

He emphasized the necessity of fostering a culture of respect within the Department and nurturing personnel who advocate for gender equality and human rights.

Furthermore, he urged both civilian and military personnel within the DND to actively participate in the advocacy against VAW.

“What we want to build at DND is a culture of respect. We want to nurture civilian and military personnel who promote gender equality and human rights, who will never commit VAW, never condone VAW, and never remain silent about VAW. This cannot be accomplished by one person alone,” the Defense Chief remarked.

“We need champions in the department who will advance our advocacy down to the smaller units of our entire bureaucracy,” he added.

Highlighting the critical role of the DND GADFPS, Secretary Teodoro encouraged the Department’s bureaus to evaluate and enhance policies and mechanisms aimed at addressing gaps in preventing VAW.

“I urge all DND bureaus to revisit your policies and strengthen your existing mechanisms related to VAW. I exhort all DND personnel to be GADvocates and promote human rights in your respective offices. I also invite the general public to join us in this advocacy,” Sec. Teodoro concluded.

The 18-Day Campaign to End VAW runs annually from November 25 to December 12, with a recurring theme from 2022 to 2027: “United for a VAW-free Philippines.” This campaign serves as a rallying cry for urgent collective action to end violence against women.
