Department of Transportation Secretary Giovanni Lopez ordered the acceleration of the North–South Commuter Railway Extension (NSCR-Ex) following the completion of two major construction milestones for the flagship infrastructure project.
The project recently achieved the installation of the first main support beam, or girder, for the Clark Segment under Contract Package N-04.
Officials held the first rail welding ceremony at the Mabalacat Depot for Contract Package NS-01, signaling that contractors are prepared to install permanent rails across the site.
Under a directive from President Ferdinand Marcos Jr. to prioritize critical infrastructure, Lopez said multi-sectoral coordination remains the primary catalyst for completing the massive rail network.
“Our president said this project needs to be completed. Our president’s order is clear. This is not simply for DOTr, this is not simply for our Cabalens or kababayans. But this is for the entire Filipino people,” Lopez said.
He said he expects DOTr officials, consultants and contractors to work in close alignment to meet deadlines.
The N-04 contract package includes building and civil engineering works for about 6.5 kilometers of railway track.
The scope of work covers an underground station at Clark International Airport, an elevated viaduct, bridges, a tunnel leading to the airport station and at-grade access to the NSCR depot.
Officials credited local government units for their role in clearing right-of-way hurdles and addressing localized issues that often delay large-scale developments.
Lopez noted the cooperation of Pampanga 1st District Rep. Carmelo Lazatin Jr., describing local mayors and congressmen as indispensable partners.
Lazatin said the local government is coordinating with communities in Angeles City to secure necessary properties. He said the completed railway is expected to boost the regional economy in Pampanga and support the growth of small businesses.
Once operational, the NSCR-Ex aims to reduce traffic congestion and transportation costs while providing a safer commute for workers.
The project represents a major portion of the government’s plan to modernize the Philippine transport system and link Central Luzon to the capital.
