DICT, UP team up to boost Philippine digital governance

The Department of Information and Communications Technology (DICT) and the University of the Philippines (UP) have signed an agreement to develop policies governing the use of information and communications technology to bolster digital services and cybersecurity.

Under a memorandum of understanding, the UP Law Center will provide legislative analysis, policy research and expert consultation to support government initiatives.

The collaboration focuses on e-governance, cybercrime prevention and the regulation of national and local digital infrastructure. The partnership also aims to expand public access to the internet over the next 3 years.

DICT Secretary Henry Aguda said the partnership reinforces the mission to ensure inclusive and secure digital transformation.

Aguda said the joint effort intends to protect communities from cyber threats while creating opportunities for citizens to thrive in a digital economy.

The agreement establishes a framework for cooperation that emphasizes data privacy standards and the independence of both institutions. The organizations will coordinate on public statements while exploring projects with measurable outcomes to improve the country’s digital landscape.

UP Diliman Chancellor Edgardo Carlo Vistan II said the university is mandated to serve in areas that shape the future of the nation.

Vistan said that as the digital landscape evolves, clear policies and evidence-based governance have become imperative rather than optional.

The collaboration represents a significant step in the effort of the Philippines to become a digitally empowered nation through well-regulated ICT services.
