Government adopts action plan to boost development coordination

The Philippine government has adopted a national action plan to streamline the quality and results of international development cooperation following a high-level summit held on Jan. 20, 2026.

The Department of Economy, Planning, and Development (DEPDev) convened the forum to conclude the country’s participation in the Fourth Monitoring Round of the Global Partnership for Effective Development Co-operation (GPEDC).

The plan transitions the country from assessment to implementation by bringing together government agencies, development partners, civil society groups, trade unions and the private sector. It is based on 2025 monitoring results and multi-sectoral consultations intended to reinforce country systems and improve data transparency.

Established in 2011, the GPEDC is a multi-stakeholder platform that assists nations in meeting Sustainable Development Goals through inclusive partnerships and mutual accountability.

DEPDev Secretary Arsenio Balisacan said the plan translates consultation findings into a coherent set of actions with clear responsibilities. He said the government provides strategic direction while development partners support financing and capacity-building.

The action plan identifies the creation of a Development Cooperation Framework as a primary policy reference. This will guide engagement with international actors to ensure they align with national priorities and existing budgeting and programming processes.

The government intends to track progress through established monitoring channels and will make the finalized plan public to support transparency. Future success will be measured by how well these actions are integrated into national budgets and programs.

Balisacan said the private sector’s role is to bring investment and innovation to the partnership, while civil society and trade unions will ensure inclusion and accountability.
