Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon Aliling is implementing an open door policy to resolve concerns of homeowners’ associations as part of a government directive to prioritize people-centered programs.
Aliling said the department should take a proactive stance by engaging directly with communities to assist homeowners’ associations, or HOAs, as partners in nation-building.
He said that through proper education and information, these organizations can take an active role in improving their communities in line with the directives of President Ferdinand R. Marcos Jr.
The department is overseeing more than 26,000 registered HOAs and neighborhood associations across the country.
Common issues facing these groups include disputes over elections, terms of officers and the collection of fees.
DHSUD Undersecretary Roman Nicholo Molina and Homeowners Associations and Community Development Bureau director Ling Rigor have been tasked to revisit existing policies. The review aims to improve guidelines and assist associations in avoiding conflicts.
Molina said the department would intensify its information and education campaigns at the grassroots level. He said that well-educated stakeholders are essential to avoiding misunderstandings and ensuring that policies remain clear to all members.
The open door policy also extends to the private sector and other housing stakeholders. Aliling held dialogues with developers’ groups, non-government organizations, urban poor groups and local officials to harmonize housing programs.
Stakeholders have already submitted recommendations that are being reviewed by technical working groups.
Aliling said the department remains open to collaboration to ensure the delivery of decent, safe and affordable housing for Filipino families.
