DBM pushes Right to Information bill

Department of Budget and Management (DBM) Secretary Amenah Pangandaman expressed optimism about the passage of the Right to Information (RTI) Act after President Ferdinand Marcos Jr.’s administration officially identified it as a priority legislative measure.

The President, cabinet members and Congress leaders placed the RTI Act on the Common Legislative Agenda (CLA) of the Legislative-Executive Development Advisory Council (LEDAC) on Sept. 30, 2025.

Pangandaman, who also chairs the Philippine Open Government Partnership (PH-OGP), said the administration is a strong advocate for the bill.

“We are strongly advocating the passage of the RTI Bill in the 20th Congress to promote proactive disclosure and data accuracy, combat disinformation, protect whistleblowers, and ultimately, encourage people to participate in governance, guaranteeing that our nation’s development is truly of, by, and for the people,” Pangandaman said.

The RTI bill seeks to empower citizens to actively participate in governance and hold public institutions accountable. It is among the 44 priority legislative measures identified by LEDAC.
