Philippines boosts climate spending to over $20 billion in 2025

The Philippine government is spending P1.156 trillion (over $20 billion) on climate change adaptation and mitigation this year, a 152.7-percent increase from 2024, Budget Secretary Amenah Pangandaman said Tuesday.

Pangandaman disclosed the spending during a session on Climate Budget Tagging, part of the Inclusive Climate Finance Dialogue for a Resilient Asia-Pacific, held in Bangkok on Aug. 26, 2025.

The Philippines has been tracking climate-related government programs since 2015, she said.

“What’s important now moving forward is to check how responsive these programs and projects are,” Pangandaman said.

The event was jointly organized by the Climate Finance Network, the United Nations Development Programme (UNDP) and the United Nations Capital Development Fund (UNCDF). It was sponsored by the governments of Sweden and the United Kingdom.

The government has 2025 budget of P6.326 trillion, equivalent to 22.0 percent of the projected gross domestic product (GDP). It is also 9.7 percent or P558. 7 billion higher than the 2024 allocation of P5.768 trillion.
