AI platform to map PH rooftop solar sites

The Institute for Climate and Sustainable Cities (ICSC) on Tuesday launched SPECTRUM, a proprietary model and web platform that maps solar rooftop potential across the Philippines.

SPECTRUM (Solar Power Estimation of Capacities and Tracking Using Machine Learning), developed by ICSC with partners, identifies high-impact solar zones and aims to support government efforts in crafting people-centered energy policies.

ICSC said that rooftop solar photovoltaic (PV) is a key component of the Philippines’ energy transition, offering a decentralized, renewable and increasingly affordable solution to meet rising energy demand.

However, many rooftop solar installations, particularly small- to medium-scale systems in households, buildings and commercial areas, remain unregistered with official tracking systems.

This data gap hinders evidence-based energy planning and policymaking, highlighting the need for SPECTRUM. “From large-scale solar to household and community projects, it enables a full spectrum of solar deployment, helping power a just, resilient and sustainable future,” said Angelo Kairos dela Cruz, ICSC executive director.
