Donato Marcos appointed new Napocor chief

Malacañan Palace approved the designation of Energy Undersecretary Donato Marcos as officer-in-charge of state-run National Power Corp., which he will serve in a concurrent position.

Marcos replaced Melchor Ridulme, Napocor vice president for legal affairs, who was previously designated as OIC following the early demise of president and chief executive Pio Benavidez on June 22.

Acting on the letter signed by Executive Secretary Salvador Medialdea to Finance Secretary Carlos Dominguez, the Napocor board held a special meeting on Wednesday to formally welcome Marcos to Napocor.

Marcos received the authority to oversee the day-to-day activities of the corporation and execute plans, programs and policies approved by the board. He will represent Napocor in all dealings and transactions with offices and agencies of the government and with other entities, subject to board confirmation and applicable provisions under the corporation’s manual of approvals.

He will also act on all personnel movements and promotional appointments subject to Civil Service Commission guidelines.

Marcos was appointed DOE undersecretary in 2014 and is responsible for an array of portfolios, which include energy efficiency and conservation, alternative fuels, energy resource development (coal, oil and gas), downstream oil industry management and nuclear energy program, among others.

Marcos said he sought permission from Energy Secretary Alfonso Cusi to relinquish some of his functions at the DOE to allot more time and energy in leading Napocor.

“Apart from ensuring smooth operations and prudence in the use of its resources, we would also like to focus on impactful projects that will benefit stakeholders especially the poor and some of the minority groups that Napocor affects,” Marcos said.

He said the DOE and Napocor have a common goal of realizing the Duterte administration’s electrification program.

Marcos expressed his enthusiasm in empowering Napocor employees and personnel nationwide.

Prior to his stint at the DOE, Marcos was president emeritus and national president of the League of Municipalities of the Philippines. He served as mayor of Paombong town in Bulacan until June 2013.
