PNP on a roll – except in Region 4A

The Philippine National Police is tasked with helping the Department of Health track down persons whom coronavirus victims had contact with.

The important mission, as ordered by Secretary Eduardo Año of the Department of the Interior and Local Government, assures the DOH of DILG’s and PNP’s full support in the fight against the pandemic threat.

It also highlights a different dimension of the role the PNP plays in these critical times, an opportunity to recoup from devastating setbacks brought by the Ninja cops scandal.

Let’s not get carried away easily but there are, in fact, flickering signs of reforms under the leadership of PNP Chief Police General Archie Gamboa. As soon as he was designated Officer-in-Charge last October, Gamboa hit the ground running and has led a revitalized 205,000-strong national police, especially since earning his well-deserved promotion as Chief, PNP.

He vowed to press on with the anti-illegal drugs campaign and the PNP has since scored arrests and seizures of multi-million peso worth of shabu, one buy-bust operation after another.

He pledged to implement internal cleansing, not long after sacking three officials of PNP Region 7 for playing golf on duty hours because they were “bored.”

Before the coronavirus outbreak, the PNP Chief had planned on setting up Chinese desks at police stations to attend to rising cases involving Chinese nationals victimized by kidnappers, extortionists, human trafficking and prostitution.

In a move to curb corruption, Gamboa effected a major reshuffle of PNP ranking officials, at the same time, ordered a no-nonsense crackdown on illegal gambling in Metro Manila and all regions.

He ordered a crackdown on the proliferation of video karera gambling machines in Metro Manila.

Notably, illegal gambling has stopped in the National Capital Region and Regions 1, 2 and 3.

Unfortunately, at least one region seemingly intends to test the determination and political will of Gamboa in shutting down illegal gambling.

Police Regional Office 4A under director P/Brig. Gen. Vicente Danao, Jr. is reportedly lagging behind the rest of the PNP regional commands in the anti-illegal gambling drive.

Illegal gambling operations including jueteng, pergalan (perya-sugalan), and video karera continue to be widespread in Cavite, Laguna, Batangas, Rizal and Quezon (CALABARZON) provinces.

My informants said gambling lords in the area are raking in millions of pesos daily. Even pergalan operators called “PAPI” who cater to young people, including minors, are having their heyday.  

Danao, who had failed to stop illegal gambling during his tenure in Manila Police District during the previous PNP administration, must ensure he accomplish his duties in CALABARZON.

I believe PNP Chief Gamboa will not tolerate any form of negligence or incompetence among key officials regardless of their strong connections with top officials.
