Dy cites LEAD, pushes KALINGA Act

House Speaker Faustino G. Dy III on Monday stressed the role of the Legislative Energy Action and Development (LEAD) Joint Committee as the House’s coordinated response to economic pressures brought about by global tensions, as he pushed for the passage of the proposed KALINGA Act of 2026.

Formed to address the ripple effects of rising oil prices, the LEAD Joint Committee brings together key sectors, including energy, agriculture, food, transport, labor, and trade, to craft integrated policy solutions.

“These are not isolated steps—this is the advancement of a solid plan, a clear direction so that we can achieve the goal of an economy that works and provides comfort in the daily lives of Filipinos,” Dy said.

The Speaker noted that rising fuel costs directly affect transportation, food prices, and household expenses, with Filipino families bearing the brunt.

“We know that when oil prices go up, fares go up. Labor costs go up, food prices go up, and the first to be hit is the Filipino family,” he added.

As part of this response, Dy said the House is pushing the KALINGA Act of 2026, a comprehensive measure aimed at cushioning the impact of inflation and strengthening economic resilience.

“Therefore, together with Majority Leader Sandro Marcos, we are advancing the KALINGA Act of 2026 as part of a broader effort to strengthen the capabilities of every Filipino, stabilize our economy, and make the government support system more reliable,” the Speaker said.

“At the same time, we continue to strengthen our steps toward energy security—because a country must have a clear plan and a strong foundation.”
