State-run Bases Conversion and Development Authority (BCDA) said it is accelerating investment commitments in renewable energy and advanced manufacturing following two major agreements aimed at boosting industrial growth in Central Luzon.
BCDA president and chief executive Joshua Bingcang met with MaxFusion Group Inc. chief executive Wyman Xu this week to advance plans for a 40-hectare solar renewable industrial park at the Clark Civil Aviation Complex.
The proposed facility is envisioned as a regional manufacturing hub for next-generation solar cells, modules and building-integrated photovoltaics (BIPV). The site would include on-site solar power generation to meet its own energy needs, reinforcing a low-carbon design.
The initiative supports national priorities to boost clean energy production, enhance sustainable industrial growth and attract foreign direct investment. Following the initial discussion, BCDA, Clark International Airport Corp. (CIAC) and MaxFusion officials conducted a site inspection in Clark to further assess the property.
On the manufacturing front, global interconnectivity supplier EDAC Group has entered the Philippines by signing a five-year lease for a 5,000-square-meter ready-built factory at Filinvest Innovation Park in New Clark City.
The plant is set to begin operations by the second quarter of 2026 and is expected to employ up to 90 workers at full capacity. The facility will serve as the regional manufacturing hub for EDAC Group in Southeast Asia.
The agreement, brokered by BCDA and Filinvest Land leadership, reinforces New Clark City as a strategic, infrastructure-ready industrial hub. BCDA said both developments reflect rising investor confidence in its master-planned estates. Recent data show BCDA-managed zones have attracted significant capital and are positioned as anchors for high-technology, sustainable industries in the region.
