The Department of Energy has issued a notice of auction for 230 megawatts of waste-to-energy projects as part of a special round of its Green Energy Auction Program.
The auction is exclusively for facilities using thermal combustion technology to process municipal solid waste, it said.
Winning bidders will be required to deliver power starting Jan. 1 to March 1, 2028, under a 25-year supply delivery period.
The agency expects the Energy Regulatory Commission (ERC) to set the Green Energy Auction price for these projects within 30 calendar days of the notice publication. Any bid exceeding this price or the prescribed capacity will be discarded automatically.
The electronic bidding platform will rank submissions from lowest to highest price offers until the installation target is met.
The department will hold the auction about 60 days from the issuance of the notice, with certificates of award expected to be issued around 157 days after the launch.
Energy Secretary Sharon Garin signed Department Circular No. DC 2025-11-0026 on Nov. 3, 2025, establishing the framework for waste-to-energy technology.
Garin said integrating these projects into the power mix is a strategic approach to address growing energy demand and increasing solid waste generation.
Projects that process waste from highly-urbanized cities or clustered local government units and achieve commercial operations by March 31, 2028 will be designated as pioneer WTE projects.
These facilities will be eligible for priority permitting, dispatch and other incentives.
The department said it reserves the right to reject any bid or annul the process at any time prior to the award without incurring liability or the obligation to inform affected bidders.
The special round supports the clean energy scenario outlined in the Philippine Energy Plan.
