The World Bank has rated the Cebu Bus Rapid Transit (BRT) project implementation as “unsatisfactory” and issued a “high” overall risk rating, signaling deep skepticism that the transit system will be finished by its September 2026 deadline.
The international lender released an implementation status and results report on Dec. 25, 2025 warning that the bulk of the remaining infrastructure could not be completed within the nine months left in the project cycle.
While civil works package 1 is substantially finished and has received a partial taking over certificate, the capitol station remains incomplete, it said.
The report noted that critical milestones for civil works packages 2 and 3, specifically busways and stations, were behind schedule.
It said that beyond physical construction, several “further actions” are unlikely to be finalized by the deadline, including the acquisition of terminal sites, resettlement of affected residents, securing road rights-of-way and establishing an institutional framework for operations and maintenance.
Local officials also struggled to launch even the completed portions of the project. The inauguration has been postponed twice, first following massive flooding caused by Typhoon Tino on Nov. 4 and again on Dec. 12 due to the scheduling conflicts of President Ferdinand Marcos Jr.
Local authorities now indicate the ceremony may occur after the Sinulog 2026 celebration on Jan. 18.
Approved on Sept. 26, 2014, the Cebu BRT was designed to modernize the urban passenger transport system in Metro Cebu.
The project aimed to improve service quality, safety and environmental efficiency along the designated corridor. More than a decade after its initial approval, the World Bank report suggests the project’s goals remain out of reach for the immediate future.
