Napolcom orders cop’s dismissal over indecent social media content

The National Police Commission (Napolcom) on Saturday announced it has ordered the dismissal of Police Staff Sergeant Alexis Karil Sabater for posting sexually suggestive and indecent content on social media.

The videos, uploaded between April and June 2025 under the account name “Semi Pogi,” featured acts such as vulgar gestures, simulated sexual movements, physical abuse of a woman, and inappropriate exposure of women while he appeared in a police uniform.

“I ordered the motu proprio investigation here. This is a clear insult to the dignity of women — especially since he is part of the police,” Napolcom Chief Commissioner Rafael Calinisan said in a mix of English and Filipino.

“This will serve as a warning to vloggers: Use your influence with prudence and be responsible when posting on social media,” he added.

Despite explicit prohibitions under Philippine National Police (PNP) Memorandum Circular No. 2024-077, which bars the unauthorized use of police uniforms in social media content, Sabater appeared in uniform in several of the videos and publicly identified himself as a police officer on his Facebook page.

He was also not a member of the officially recognized PNP content creator or vlogger team.

After a thorough review, the Napolcom unanimously found Sabater guilty of conduct unbecoming of a police officer and ordered his dismissal from service. The decision aligns with Napolcom’s zero-backlog policy, which aims to resolve new administrative cases within 60 days.
