Philippines urged to overhaul ‘reactive’ cybersecurity framework amid data breaches

The Philippine Institute of Cyber Security Professionals (PICSPro) is urging the government and industry leaders to immediately accelerate overdue reforms to the country’s cybersecurity framework, citing recent high-profile intrusions into government networks as evidence of the Philippines’ alarming vulnerability.

PICSPro chairman Angel Redoble said the nation should abandon its current “reactive, fragmented and ceremonial approaches” to cybersecurity, adding that “cybersecurity is national security, economic security and public safety.”

“We cannot treat it as a PR exercise,” he said.  The security lapses, he said, are the result of “years of underinvestment, lack of coordination, and misplaced priorities.”

The organization advocates for a multi-pillar framework focused on globally aligned legislation, standardized security protocols, coordinated national incident-response systems, and continuous human-capacity development. Without these foundations, Redoble warned, the Philippines will remain highly vulnerable to both domestic and international cyber threats.

Redoble pointed to what he called “serious lapses” in readiness. He highlighted the much-publicized Cyberdome project, saying that despite public claims of enhanced monitoring, government systems remain “alarmingly exposed.”

The repeated intrusions into government databases, he said, are not isolated lapses but “symptoms of deeper systemic weakness” that should serve as a wake-up call.

PICSPro’s vision requires a whole-of-nation approach anchored on robust policy, consistent standards, reliable infrastructure and a highly trained cybersecurity workforce.

Redoble cited the need for “coordinated reforms, not a patchwork of projects,” and called for strengthening international cooperation, given the transnational nature of modern cyber threats.

PICSPro is a nationwide, non-profit organization comprised of cybersecurity practitioners, educators, researchers and law-enforcement partners, advocating for the highest security standards in the Philippines.
