Senator Sherwin Gatchalian on Wednesday said he is developing a bill that would regulate the use of artificial intelligence in the Philippines. He cited the potential harms AI could cause if used for malicious purposes.
He said disclosure should be required when AI is used to create videos or images, stressing that accountability is needed because AI-generated content is becoming harder to detect.
Gatchalian warned that the widespread use of AI could worsen disinformation and deepen social divisions, noting how quickly manipulated content spreads online.
He said the Cybercrime Investigation and Coordinating Center continues to remove deepfake clips from various platforms as part of its enforcement efforts.
Despite these actions, he maintained that a strong legal framework remains necessary to govern AI use nationwide.
