Acting Philippine National Police chief Lt. Gen. Jose Melencio Nartatez Jr. assured the public that police will exercise maximum tolerance during the three-day simultaneous rallies set across Metro Manila.
In a statement on Sunday, November 16, Nartatez highlighted that force must always be the last resort, noting that it is when ‘dealing with those who twist the concept of freedom of expression by resorting to violence’.
“I have directed the NCRPO (NCR Police Office) to ensure maximum tolerance and maintain a high level of discipline and professionalism among all deployed personnel,” he said.
The acting police chief added that security plans involve making immediate adjustments when necessary, highlighting the importance of real-time monitoring of the situation on the ground.
“Our goal is to keep the activity peaceful, orderly, and safe for everyone, both participants and the general public,” he added.
Meanwhile, the Philippine Coast Guard (PCG) likewise deployed personnel to assist the PNP, emphasizing “in maintaining order and providing immediate emergency response” during the demonstrations.
According to the PNP, they will deploy 16,433 police officers and support units to secure Rizal Park in Manila for the Iglesia Ni Cristo’s “Rally for Transparency and a Better Democracy,” and the EDSA People Power Monument in Quezon City for the United People’s Initiative (UPI) gathering from Nov. 16 to 18.
Additionally, 1,400 policemen will be stationed at Ayala Bridge and 1,100 at Recto Avenue to ensure safety in areas where riots occurred during the Sept. 21 anti-corruption protests.
