All 24 members of the Senate in the 20th Congress have made their statements of assets, liabilities, and net worth (SALN) public, following the Office of the Ombudsman’s decision to restore public access to government officials’ wealth declarations.
Senators Alan Peter Cayetano, Ronald dela Rosa, Imee Marcos, Rodante Marcoleta, and Christopher Lawrence Go were the final lawmakers to authorize the Senate secretary to release their documents.
Ombudsman Jesus Crispin Remulla reversed a previous order restricting public access to SALNs, encouraging transparency amid corruption allegations tied to government projects.
Sen. Marcos declared a net worth of P164.9 million, consisting largely of inherited real estate and personal assets such as jewelry, paintings, and antiques. She holds business interests in several family-linked entities including the Marcos Presidential Center Inc. and The Imelda R. Marcos Collection Inc.
Sen. Cayetano reported a net worth of P109.13 million, with liabilities of P1.53 million tied to a housing loan and business connections to Philippine Art Nation, Inc.
Sen. Dela Rosa disclosed P32.29 million in net worth, citing assets totaling P61.3 million and liabilities worth P29 million. He declared financial ties to the Public Safety Savings and Loan Association Inc., Armed Forces of the Philippines Savings and Loan Association Inc., and Johnson Farms Corp.
Sen. Mark Villar emerged as the richest member of the Senate with a declared net worth of P1.26 billion as of December 31, 2024. Villar’s wealth stems from his family’s property empire, Vista Land and Lifescapes Inc., one of the country’s largest real estate developers.
Senator Raffy Tulfo ranked second with P1.05 billion in declared assets and no reported liabilities.
Tulfo and his wife, ACT-CIS Rep. Jocelyn Tulfo, reported real estate holdings worth P376.8 million, bank deposits exceeding P288 million, and luxury vehicles, including bulletproof models of Cadillac Escalade, Lexus LX450D, and Mercedes-Benz AMG G63.
The Tulfo couple also declared ownership in media-related firms such as RW Productions Inc., Idol Network Philippines Inc., and the Raffy Tulfo in Action Foundation.
Rounding out the top wealthiest senators are Erwin Tulfo with P497 million, Juan Miguel Zubiri with P431.77 million, and Camille Villar with P362.07 million.
At the opposite end of the list is Senator Francis Escudero, who posted the lowest net worth at P18.8 million, including vintage cars and inherited property. Escudero also has a partnership stake in a law firm.
