Napolcom files raps vs 11 cops in ‘missing sabungeros’ case

The National Police Commission (Napolcom) has filed administrative charges against 11 police officers allegedly involved in the abduction of missing sabungeros (cockfight enthusiasts) and other similar incidents in 2021.

Napolcom Vice Chairperson and Executive Officer Atty. Rafael Vicente Calinisan said the agency’s Inspection, Monitoring and Investigation Service found probable cause to file two counts each of grave misconduct and conduct unbecoming of a police officer.

Among those charged are Lt. Col. Ryan Jay Orapa, Maj. Mark Philip Almedilla, and nine non-commissioned officers. The cases stemmed from the complaint of the parents of missing individuals Charles Dean Sotto and Dane Mark Carlos filed last September.
