The Civil Service Commission (CSC) said on Monday it has updated its guidelines for government officials and employees in filing out their Statement of Assets, Liabilities and Net Worth (SALN) using the series 2013 form, its amendments, and other SALN issuances.
“The issued Omnibus Rules on the SALN aim to intensify the promotion of integrity and transparency in government,” the CSC said in a press release.
The updates consolidate and streamline existing CSC policies on SALN filing, review, and access—ensuring a clearer, more straightforward, and more efficient process that promotes greater clarity and uniformity in implementation across government agencies.
Among the key changes are the adoption of the provisions, based on a CSC resolution, on the digitalized filing and submission of the SALN, which includes the procedure for online oath-taking, online filing, and digital submission of the SALN to the repository agencies.
This modernization supports a streamlined and swifter process of filing, making compliance more convenient and accessible for government personnel.
The Omnibus Rules also cover the specific procedure for the filing of the SALN upon assumption of office, every year thereafter, and upon separation from government service.
“This update is essential as the previous Guidelines did not provide specific rules on the filing of SALNs of new employees (upon assumption of office) and employees who resigned, retired, or otherwise left government employment (upon separation from service),” the CSC said.
Specific guidance has also been provided for filers in legally recognized multiple marriages, while the requirement for a spouse’s signature on the SALN has been removed.
“Through these enhanced and modernized rules, the CSC reaffirms its commitment to fostering transparency, strengthening accountability, and reinforcing public trust in the civil service,” the Commission said.
