State-run Bases Conversion and Development Authority (BCDA) and Filipino technology firm CostPlus Inc. have signed an agreement to conduct a feasibility study on sustainable energy projects, including solar-powered microgrids and waste-to-energy facilities at New Clark City and other BCDA-managed properties.
BCDA president and chief executive Joshua Bingcang and CostPlus president Anand Mahtani signed the memorandum of understanding (MOU) on Oct. 14, 2025. The partnership aims to explore key sustainable energy initiatives, such as a 5-megawatt (MW) microgrid system powered by solar energy, battery storage and auxiliary power technologies.
Another major component of the proposed projects is a 20-metric ton per day waste-to-energy (WTE) facility. This is designed to convert solid waste into compressed natural gas (CNG) for use in public transportation. The WTE facility is also expected to produce high-grade fertilizers as a valuable by-product.
Bingcang said the partnership would help “unlock the full clean energy potential of New Clark City, and show the rest of the country that green development and economic growth can go hand in hand.”
