The Independent Commission for Infrastructure (ICI) has requested that the Department of Justice (DOJ) issue an immigration lookout bulletin order (ILBO) against additional individuals as part of the ongoing investigation into the ghost infrastructure projects issue.
The ICI announced that the request for the ILBO was submitted to the DOJ on Monday, October 13.
The following 16 individuals have been included in the ICI’s ILBO request:

2. Arturo “Art” Atayde
3. Alvin Tan
4. Bong Marasigan
5. Elmer de Leon
6. Ed Fuentebella
7. Johnny Santos
8. John Mary Vianney Parago
9. Alvin Mariano
10. Ryan Uy
11. Darryl Recio
12. Nestor Venturina
13. Benjie Tocol
14. District Engineer Aristotle Ramos
15. District Engineer Michael P. Rosaria
16. Engineer Angelita Garucha
The DOJ through officer-in-charge Justice Secretary Fredderick Vida approved the ILBO request of the ICI against the concerned individuals.
An ILBO is a directive to immigration authorities to monitor individuals leaving the country, typically those who are subjects of ongoing investigations or legal cases. It differs from a hold departure order, which is a court-issued directive preventing an individual from leaving the country.
Last month, the DOJ issued an ILBO against 43 Department of Public Works and Highways (DPWH) officials and contractors allegedly involved in anomalous flood control projects.
Included in the said list were spouses Cezarah Rowena (Sarah) and Pacifico Discaya from Alpha and Omega Gen. Contractor and Development Corporation, Alex and Raymond Abelido from Legacy Construction Corp., Ma. Roma Angeline D. Rimando of St. Timothy Construction Corp., and 38 others.
The DOJ reminded these individuals not to leave the country, as they will have to answer lengthy questions, if they insist in doing so. —With Pot Chavez
