EDCOM hails bid to create unified learner data system

The Second Congressional Commission on Education on Friday welcomed the move by the Department of Education, Commission on Higher Education, and Technical Education and Skills Development Authority to create a unified learner data system.

Signed during the first Joint Management Committee meeting of the three agencies, the agreement establishes a single interoperable system to track Filipino students from basic education to employment.

EDCOM 2 said the initiative directly responds to its Year One Report, which warned of fragmented delivery of services across education levels that resulted in what it described as “miseducation.”

For years, DepEd, CHED, and TESDA maintained separate systems, such as the Learner Reference Number and

Unique Learner Identifier, making it difficult to monitor a student’s complete educational pathway.

Under the new arrangement, CHED and TESDA will adopt the DepEd-issued LRN as the sole identifier across higher and technical-vocational education.

DepEd will oversee the continuous issuance of LRNs while TESDA will contribute its existing data to the harmonization effort.

EDCOM 2 emphasized that the reform will help government track outcomes, identify learning gaps, and respond with targeted interventions.

The memorandum also calls for coordination with other agencies, including the DICT, DOLE, DSWD, and the Philippine Statistics Authority.

The pilot rollout of the system is targeted for 2026, with full implementation expected by 2027.
