Justice Secretary Jesus Crispin Remulla confirmed on Wednesday (September 24, 2025) that five high-profile individuals in the multibillion-peso anomalous flood control projects are now considered as “protected witnesses.”
The individuals include former Department of Public Works and Highways (DPWH) Bulacan district engineer Henry Alcantara, assistant district engineers Brice Hernandez and Jaypee Mendoza, as well as contractors Pacifico ‘Curlee’ Discaya II and his wife Cezarah Rowena ‘Sarah’ Discaya.
“Yes, we consider them [Sarah and Curlee Discaya] already as protected witnesses and we will write the Senate President about it,” Remulla told justice reporters.
Alcantara, Hernandez, and Mendoza faced members of the Independent Commission for Infrastructure (ICI) on Wednesday to provide testimonies on allegations of ghost and substandard infrastructure projects involving DPWH-Bulacan.
The dismissed DPWH engineers as well as the spouses Discaya have all applied for admission to the Department of Justice (DOJ) Witness Protection Program amid ongoing investigations into the flood control corruption scandal.
