4Ps Rep. Marcelino “Nonoy” Libanan has been re-elected as House minority leader.
He won a unanimous vote from the 27-member minority bloc in a caucus held shortly after Isabela Rep. Faustino Dy III was elected as Speaker. Dy’s election followed the resignation of Leyte Rep. Martin Romualdez from the country’s fourth-highest elective post.
The minority bloc is composed of House members who did not support Dy’s election. Those who voted for Libanan included representatives from various districts and party-list groups such as Akbayan, ACT-Teachers, Bagong Henerasyon, Philreca, LPGMA, and Kabataan, among others.
Libanan, elected as a 4Ps representative in 2022, first became minority leader during the 19th Congress. He was retained in the role at the opening of the 20th Congress on July 28, 2025, recognized for his constructive opposition and progressive yet balanced reforms.
A lawyer by profession, Libanan previously served as Eastern Samar representative for three consecutive terms. He also chaired the House committee on justice, served as majority leader of the bicameral Commission on Appointments, and later became Immigration commissioner under former President Gloria Macapagal-Arroyo.
