The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has expressed full support for Senate Bill No. 1366, or the Terror Grooming and Radicalization Prevention Act, filed by Senator Ronald “Bato” Dela Rosa.
In a statement issued Wednesday, NTF-ELCAC said the proposed measure is a “critical shield” to protect vulnerable sectors, particularly the youth, indigenous peoples, farmers, and families, from being exploited and recruited by terrorist groups.
“Terrorism’s first victims are the vulnerable,” the task force said, stressing that the bill would empower communities to resist radicalization, prevent recruitment, and provide avenues for rehabilitation of victims.
NTF-ELCAC Executive Director Ernesto C. Torres Jr. underscored the urgency of the measure, warning that “every day without this law, terrorists prey on our people’s hardships to fuel violence.”
The task force also emphasized that the bill does not aim to silence legitimate voices but to safeguard Filipinos from extremist manipulation.
