Social Housing Finance Corp. approves San Juan tower for ECMP financing

The Social Housing Finance Corp. (SHFC) said it has approved the financing for Makabagong San Juan Pambansang Pabahay Phase 1, which will stand as the tallest vertical housing project under the Expanded Pambansang Pabahay para sa Pilipino (4PH) Program.

The 34-story residential tower will provide homes for more than 1,000 families in San Juan City. The development will also feature commercial shops, parking facilities, a swimming pool, and a basketball court.

The SHFC and the San Juan city government, led by Mayor Francis Zamora, held a groundbreaking ceremony for the project in March 2025.

SHFC also has several other vertical 4PH developments, including People’s Ville in Davao City, where beneficiaries have already moved into their units, and Crystal Peak Estates in San Fernando, Pampanga, which is also set for turnover.

Other ongoing projects include San Miguel de Manila Residences and Port Town in Manila; Valley View Township in Tagoloan, Misamis Oriental; Tandikan Ville in Puerto Princesa City, Palawan; and Pascualer 7 and 10 in Quezon City.

The agency also approved two new projects under the Enhanced Community Mortgage Program (ECMP), bringing the total number of beneficiary families to more than 2,500 nationwide.

The ECMP is part of President Ferdinand Marcos, Jr.’s 4PH Program, which is being implemented by the Department of Human Settlements and Urban Development (DHSUD) and led by Secretary Jose Ramon Aliling.

The credit committee, led by SHFC President and CEO Federico Laxa, approved the lot acquisition for the Pagkakaisang Maralita ng Antipolo (PAMANA) Phase II Homeowners Association Inc. in Antipolo City, Rizal. The committee also approved the Msgr. Eddie L. Eleazar Village Homeowners Association (HOA) in Tagkawayan, Quezon Province, during a session on Sept. 4 at the agency’s head office in Makati.

PAMANA will benefit 93 members, including nurses, clerks, construction workers, delivery riders, vendors and online sellers. Msgr. Eddie L. Eleazar Village is composed of 210 families, with members working as office personnel, government employees, Overseas Filipino Workers (OFWs), teachers, farmers, and fisherfolk.

Laxa said each project approval brings SHFC closer to its mission. “Our swift approval of new ECMP matters—not just as numbers, but as real opportunities for Filipino families to finally achieve safe, dignified, and sustainable communities,” he said.

“Every project we approve brings us closer to realizing the vision of President Marcos that no one is left behind in housing,” Laxa said.

SHFC has approved 14 ECMP projects over the past month. The agency expects to roll out more projects in the coming weeks in line with Aliling’s directive to award lots to the initial batch of ECMP beneficiaries by October.

  • Seattohills Neighborhood Association Inc. in Tanay, Rizal
  • Centennial Sunrise HOA Inc. and Megaville 2 HOA Inc. in Pasig City
  • Pinag-isang Magkapitbahay ng Miranda Compound HOA Inc. Phases 1 and 2 in San Fernando City, Pampanga
  • Pagkamoot Village 1 and 2 HOA Inc. and Ilaw Village HOA Inc. in Tabaco City, Albay
  • Wawang Pulo HOA Inc. Phase 1 in Valenzuela City
  • Goldenspringville HOA Inc. in Daet, Camarines Norte
  • Mirasol Village HOA Inc. in Mandurriao, Iloilo City
