The country’s top police officials and alumni of the Philippine National Police Academy (PNPA) have closed ranks in an extraordinary show of support for incumbent chief Gen. Nicolas Torre III, urging respect for the sanctity of the chain of command and the rule of law.
In manifestos issued across commands, they condemned what they described as an “abusive” National Police Commission (NAPOLCOM) resolution that overturned a lawful order issued by Torre relative to reorganizing some of PNP’s units.
Signatories include the PNP regional directors, heads of national support units, more than 1,700 Highway Patrol Group (HPG) officers, the PNPA Alumni Association, the Association of Police Officers via Lateral Entry (APOLE) Inc., and the PNPA Patnubay Class of 1995.
They reaffirmed their “full, firm, and unwavering support” for Torre. They emphasized that they are safeguarding the integrity of the office he holds, defending institutional stability, and shielding the organization from potential destabilizing actions.
The contested resolution reportedly nullified a directive involving key assignments within the police force—an act senior officials say blatantly violates the Chief PNP’s statutory powers under relevant laws.
Officials warned that bypassing or countermanding such authority without lawful cause is not only illegal but also corrosive to discipline and morale.
In a unified statement, the Philippine National Police Academy Alumni Association, Incorporated (PNPAAAI)—composed of active and retired officers from the PNP, Bureau of Fire Protection (BFP), and Bureau of Jail Management and Penology (BJMP)—praised Torre’s leadership.
“His leadership is marked not only by authority, but by example—principled, compassionate, and devoted to the welfare of the men and women in uniform and the Filipino people,” the PNPAAAI declared.
In their own manifesto, regional directors from all police regions and chiefs of national support units vowed to “uphold the chain of command, respect the single line of authority, and obey all lawful orders” of the Chief PNP.
They credited Torre’s vision for enhancing the PNP’s capabilities, promoting service with speed, and empowering personnel toward a stronger, more responsive police organization.
The PNP leaders stressed their position is rooted in defending the institution, not just Torre. “This is about protecting the integrity of the position, preserving the rule of law, and sustaining the trust of the Filipino people,” one senior official said.
