State-run Bases Conversion and Development Authority (BCDA) and the Department of Information and Communications Technology (DICT) said they are set to activate the full two terabits-per-second (Tbps) internet capacity provided by global tech company Meta.
BCDA president and chief executive Joshua Bingcang said the collaboration would “kickstart the National Broadband Plan of the government.”
“With the infrastructure ready, we can now unlock its full potential. This capacity can bridge the digital divide, especially in remote areas, and support future smart cities like New Clark City,” he said.
The 2 Tbps capacity is the international bandwidth Meta provided as part of its partnership with the DICT and BCDA under the Luzon Bypass Infrastructure (LBI) project.
The BCDA built the physical corridor, and the DICT operates it. Meta’s bandwidth runs through the network, giving the Philippines a direct, high-capacity link to global internet infrastructure.
Until now, the DICT has used only a fraction of this capacity, or about 100 gigabits per second, for phase one of the National Fiber Backbone, which connects government offices, schools and communities.
Activating the full 2 Tbps will maximize the LBI’s potential, vastly increasing the speed by 20-fold, allowing nationwide high-speed internet coverage at an unprecedented scale.
The added capacity will accelerate broadband rollout to economic zones, BCDA-managed estates and unserved communities, powering data-driven industries, smart logistics and AI-enabled public services.
It will also integrate with other subsea cable systems and local fiber networks to form the backbone of the country’s broadband strategy.
BCDA and DICT said they are finalizing technical and implementation details to bring the two Tbps capacity online.
