DA proposes higher rice tariffs, provisional ban on imports—Palace

The Department of Agriculture (DA) is recommending an increase in tariffs on imported rice and a temporary suspension of all rice importation to shield local farmers from price shocks and market disruptions, Malacañang said Monday.

Presidential Communications Office (PCO) Secretary Dave Gomez said the DA’s recommendation was to protect the country’s local farmers.

“The Department of Agriculture is recommending an increase in tariff on imported rice and temporarily halt all importation to protect local farmers,” Gomez said in a statement.

“The Cabinet will discuss this urgent matter with the President in India on the sidelines of his state visit,” he added.

President Ferdinand “Bongbong” Marcos Jr., is currently in India for a five-day state visit aimed at strengthening economic and agricultural cooperation between the two countries.

The DA’s proposal comes amid mounting concerns from rice farmers over falling farmgate prices and the influx of cheaper imported rice, which they say undermines their livelihood.

The recommended policy shift is aimed at ensuring fair returns for Filipino rice producers while stabilizing the country’s food security and market competitiveness.

If approved by the President and his Cabinet, the proposed measures are expected to take immediate effect and will be accompanied by heightened support for local agricultural production and post-harvest infrastructure.

During his 4th State of the Nation Address, Mr. Marcos committed to balancing consumer needs with the welfare of farmers, especially as global rice prices continue to fluctuate due to climate impacts and export restrictions by other countries.

Further details on the proposed tariff adjustments and the duration of the import suspension are expected following the Cabinet-level discussions in New Delhi.
