House bill seeks to regulate motorcycles-for-hire

A bill filed in the House of Representatives seeks to regulate the operation of motorcycle taxis to ensure the safety of riders and passengers in light of the rising number of deadly road accidents.

AGIMAT party-list Rep. Bryan Revilla filed House Bill 276, or the proposed “Motorcycles-for-Hire Act.

This recognizes motorcycle taxis as public utility vehicles, establishing strict safety standards, insurance requirements, and digital platform accountability.

The bill mandates the Land Transportation Franchising and Regulatory Board (LTFRB) to issue franchises for motorcycle taxis, requires professional licensing for riders, mandates accident insurance, enforces a multi-homing policy, and imposes strict penalties for colorum operations.

“Motorcycle taxis have become a vital part of urban mobility, but without clear regulation, both drivers and commuters are left vulnerable… This bill balances livelihood with safety—it legalizes the industry while putting strong safeguards in place,” Revilla said.

The lawmaker said the measure is “about saving lives, securing livelihoods, and bringing order to an industry that millions rely on every day.”

“We’re proud to stand with riders and commuters alike—because mobility should be safe, fair, and inclusive,” Revilla concluded.
