GSIS and Dragonpay Expand Digital Payment Options for Members, Pensioners

The Government Service Insurance System (GSIS) and Dragonpay, a leading payment solutions provider, signed a Memorandum of Agreement (MOA) yesterday (July 16), formalizing their partnership to expand digital payment channels for GSIS members and pensioners.

“What we have just signed is proof of GSIS’s commitment to provide ease of doing business for our members and pensioners. Ito ang totoong pangarap na kailangan nating maipadama sa kanila, bahagi ng ginhawa na ipinangako natin,” said GSIS President and General Manager Wick Veloso.

With the agreement, Dragonpay joins the growing roster of GSIS payment partners, including Bayad Center, MLhuillier, Maya, UnionBank of the Philippines, and Land Bank of the Philippines. This partnership empowers members and pensioners to settle transactions securely and conveniently, whether online or on-site.

Under the arrangement, Dragonpay will provide electronic payment channels for the collection of GSIS loan repayments. Members and pensioners may access these new options through the GSIS Touch app and designated GSIS information booths during the launch.

“This marks a shared commitment between GSIS and Dragonpay to make government transactions more accessible, more convenient, and more responsive to the evolving needs of every Filipino,” said Dragonpay Founder and Chief Executive Officer Robertson Chiang.

As part of the agreement, GSIS and Dragonpay will integrate their systems, including the establishment of technical specifications, reporting protocols, and regular testing to ensure accountability. Dragonpay is required to submit daily reports and proof of transactions, which GSIS will verify against settlement records.

Both parties have committed to fully comply with the Data Privacy Act of 2012, and relevant regulations of the Bangko Sentral ng Pilipinas and the Commission on Audit. Robust security protocols will be enforced to protect the confidentiality and integrity of all personal and financial data.

Any convenience fees applicable to payments will be shouldered by the payors, based strictly on agreed terms. All charges will be clearly disclosed at the point of transaction.
