President Ferdinand Marcos Jr. showed signs of recovery in both performance and trust ratings in the latest Pahayag 2025 Second Quarter (PQ2-2025) survey, but lingering controversies involving the Duterte family continue to drag public sentiment.
According to the independent, non-commissioned survey, Marcos’ approval rating rose from 19% in the first quarter to 25% in the second quarter, while his trust rating increased from 14% to 19%. Disapproval dropped from 57% to 47%, and distrust declined from 63% to 52%, suggesting a modest rebound in his public standing.
However, the survey noted that ongoing issues linked to the Dutertes remain a major concern for respondents. Chief among these is the alleged illegal rendition of former President Rodrigo Duterte to The Hague, cited by 21% of respondents. Other notable issues include the fourth impeachment complaint against Vice President Sara Duterte (14%) and revelations from the Senate Committee on Foreign Relations—chaired by Senator Imee Marcos—regarding the same Hague controversy (13%).
Despite these headwinds, the performance ratings of Marcos’ Cabinet also showed improvement, climbing from 26% to 31%. The biggest gains were recorded in South Luzon (36%), Visayas (30%), and Mindanao (22%), while ratings in the National Capital Region (31%) and North-Central Luzon (33%) remained steady.
Among government officials, Senate President Francis Escudero saw a slight dip in approval (from 31% to 28%) and trust (22% to 19%). House Speaker Martin Romualdez continued to post low scores with 15% approval and 10% trust, while Chief Justice Alexander Gesmundo held relatively stable numbers at 20% and 15%, respectively.
The Technical Education and Skills Development Authority (TESDA) retained its position as the most approved and trusted government agency, earning 64% approval and 49% trust. It was followed by the Department of Science and Technology (55% approval, 41% trust), Bangko Sentral ng Pilipinas (54% approval, 42% trust), Commission on Higher Education (54% approval, 41% trust), and the Armed Forces of the Philippines (53% approval, 45% trust).
The PQ2-2025 survey was conducted by Vox Opinion Research from June 27 to 30, 2025, with 1,500 registered Filipino voters selected from the PureSpectrum market research panel.
