BCDA launches affordable housing in New Clark City

The Bases Conversion and Development Authority (BCDA) broke ground Thursday on an affordable housing project in New Clark City, a significant step in the rollout of President Ferdinand R. Marcos Jr.’s flagship “Pambansang Pabahay Para sa Pilipino (4PH)” program.

Developed in partnership with the Department of Human Settlements and Urban Development (DHSUD), Sta. Clara International Corp. and South Korea-based Saekyung Unitless Co., the project aims to help ease the national housing backlog through inclusive and sustainable urban planning.

Located in Capas, Tarlac, the initial phase will deliver 840 housing units as part of a 5.84-hectare master-planned community. This development will eventually offer more than 3,400 residential units, including mid-rise buildings.

“This housing project is a testament to the bold vision of President Marcos Jr., brought to life through 4PH,” said BCDA president and chief executive Joshua Bingcang. “It tells every Filipino family: you deserve more than shelter. You deserve a home, a place of dignity, stability, and hope.”

The development contributes to the administration’s target of building one million housing units annually, while aligning with BCDA’s mission to create smart, resilient cities that drive long-term social and economic value.

“This is a real and tangible step forward in our collective pursuit of a new Philippines where housing is a right, not a privilege; where communities are safe, sustainable and inclusive; and where every Filipino can dream of owning a home and actually be able to achieve ownership,” said DHSUD Undersecretary for Freeport Economic Zones Emmanuel Pineda.

The housing project will include green parks, community spaces, sports and recreation areas, and retail zones. It is also being considered as a housing site for uniformed personnel, enabling them to live closer to their place of duty.

Situated within New Clark City’s rapidly growing smart metropolis, the project features strong connectivity through the New Clark City-MacArthur Highway Connector Road and Connecting Road Package 2.

These roads link it to key institutions such as the Virology and Vaccine Institute of the Philippines, the Bangko Sentral ng Pilipinas complex and the National Academy of Sports.

New Clark City has secured P274.53 billion in committed investments from firms including Filinvest Land, Hann Development and the StB Giga Factory, with more than 150,000 jobs projected to be created.

Consistent with its climate-resilient vision, the housing complex will feature modern utilities, stormwater systems, fire protection infrastructure and open green spaces. Construction and operations will prioritize hiring from Capas and nearby towns.
