Housing agencies ordered to implement priority actions

Housing czar Jose Ramon Aliling directed the five attached agencies of the Department of Human Settlements and Urban Development (DHSUD) to operationalize its eight-point agenda in providing decent and affordable shelter units.

Aliling issued a memorandum tasking the National Housing Authority (NHA), Social Housing Finance Corp. (SHFC), National Home Mortgage Finance Corp. (NHMFC), Pag-IBIG Fund, and Human Settlements Adjudication Commission (HSAC) with several specific priority actions to comply with the marching order of President Ferdinand Marcos Jr.

“Pursuant to the President’s directive to accelerate the provisions of affordable housing and to streamline housing-related applications and activities, all key shelter agencies are hereby directed to align, implement, and operationalize the following priority actions within their respective offices,” the July 7 memorandum read.

The NHA and SHFC were ordered to immediately turn over unoccupied but completed housing projects to bona fide beneficiaries, as well as to conduct an immediate inventory of all government-funded housing projects.

The Pag-IBIG Fund is identified as the funder of a joint venture agreement with NHA and SHFC to accelerate the nationwide implementation of the expanded Pambansang Pabahay Para sa Pilipino (4PH) program. The DHSUD chief thus directed the five key shelter agencies to fast-track the program’s implementation, stressing that all 4PH projects with pending applications must be immediately acted upon.

Meanwhile, DHSUD’s attached agencies have been instructed to activate their technical working group, to streamline processes, to support a one-stop shop, and to identify internal procedures in accordance with the Anti-Red Tape Authority (ARTA) standards.

The agencies must submit their status/inventory reports of pending cases, applications, other actionable documents, and corresponding program of action not later than 15 days from receipt of the memorandum.
