The European Union Election Observation Mission, led by Chief Observer Martha Temido, presents its preliminary observation and findings in the recently concluded May 12 midterm polls yesterday in Makati City. They said vote buying is rampant in many provinces and the metropolis through cash and goods, as well as partisan distribution of welfare payouts.
