Manila Police District (MPD) Director Brig. Gen. Thomas Arnold Ibay inspects the situation of Persons Deprived of Liberty (PDLs) at MPD Station 10 in Pandacan, Manila, on Saturday. He also checked the water dispensers and ensured that PDLs regularly take a bath to cope with the extreme temperature.
