Floods and landslides killed 11 people after a fierce tropical storm and the enhanced southwest monsoon dumped heavy rain in parts of Luzon and Visayas for a second day, officials said Monday.
The Department of Social Welfare and Development said the two weather disturbances so far affected at least 6,052 families or 24,043 individuals across 76 barangays in Bicol, Central Visayas and Eastern Visayas.
Tropical storm “Enteng” brushed past the Bicol region overnight Sunday before making landfall in Casiguran, Aurora yesterday.
The state weather bureau PAGASA warned intense rainfall may persist as the storm moves toward the West Philippine Sea by Thursday.
PAGASA data showed Daet, Camarines Norte received 258.9 mm amount of rainfall from 8 a.m. of Sept. 1 to 8 a.m. of Sept. 2, or equivalent to 30 days of rainfall.
“Enteng” dumped at least 210.5 mm of rainfall in Alabat, Quezon for the same period, equivalent to 24 days of rainfall; while Infanta, Quezon received 216.0 mm of rainfall in a day, or equivalent to 27 days of rain.
Tanay, Rizal got 167.3 mm of rainfall in just a day, equivalent to 12 days of rain.
PAGASA said the “habagat” could bring “strong to gale-force gusts” over Ilocos Region, Nueva Vizcaya, Quirino, Zambales, Bataan, Aurora, Bulacan, Metro Manila, Calabarzon, Mimaropa, Bicol Region, Western Visayas, Negros Island Region, Northern Samar.
“A minimal to moderate risk of storm surge may occur in the next 48 hours in the low-lying or exposed coastal localities of Batanes, Cagayan, Isabela, Ilocos Norte, Ilocos Sur, and Aurora,” PAGASA said.
PAGASA likewise warned another tropical cyclone is likely to develop and enter the Philippine area of responsibility next week.
A tropical cyclone-like vortex (TCLV) may develop over the eastern portion of its monitoring domain with a “high likelihood” of developing into a tropical cyclone.
On Monday, three people, including a pregnant woman, were killed in a landslide in Antipolo, city information officer Relly Bonifacio said.
He said the bodies of four other people, all drowning victims, were recovered Monday in three other areas of the hilly community, hours after creeks overflowed overnight.
Naga City in Bicol was also hard-hit, with a man electrocuted as floodwaters rose and a baby girl drowned, rescuers said.
“The floods were above head height in some areas,” Joshua Tuazon of the city’s public safety office told AFP, adding that hundreds of residents have been rescued.
Two landslides killed two people and damaged five houses in the central city of Cebu on Sunday, the local disaster office there told AFP.
The Philippine Coast Guard said more than 2,400 people were stranded across different ports in the Southern Tagalog, Bicol, and Eastern Visayas regions.
Ferry services in affected areas were suspended and 29 domestic flights cancelled due to the weather.
Water elevation of the country’s eight major dams remained stable with still no threat of overflow as of Monday afternoon, the state weather bureau said.
Earlier in the day, PAGASA warned the La Mesa Dam in Quezon City could overflow if the torrential rains continue, threatening to affect low-lying areas in parts of Metro Manila.
As of 2 p.m. yesterday, the water elevation of Angat Dam was at 185.59 meters against its normal high water level (NHWL) of 210 meters; Ipo Dam at 101.08 meters vs. the 101 NHWL; La Mesa Dam at 80.92 meters vs. the 80.15-meter NHWL; Ambuklao Dam at 749.02 meters vs. the 752-meter NHWL; Binga Dam at 571.83 meters vs. the 575-meter NHWL; San Roque Dam at 252.83 meters vs. the 280-meter NHWL; and Pantabangan Dam’s 190.36 meters vs. 216-meter NHWL.
“Enteng” was moving north northwestward at 20 km/h with maximum sustained winds of 85 km/h near the center and gustiness of up to 105 km/h.
Tropical cyclone wind signal no. 2 was raised over Ilocos Norte, Apayao, the eastern portion of Kalinga (Rizal, Pinukpuk, City of Tabuk), Cagayan including Babuyan Islands, Isabela, Quirino, and the northern portion of Aurora (Casiguran, Dilasag, Dinalungan, Dipaculao, Baler).
Signal no. 1 was hoisted in Batanes, Ilocos Sur, La Union, the eastern portion of Pangasinan (Rosales, Asingan, Binalonan, Sison, San Manuel, Santa Maria, Balungao, San Quintin, Tayug, Umingan, Natividad, San Nicolas), Abra, the rest of Kalinga, Mountain Province, Ifugao, Benguet, Nueva Vizcaya, the rest of Aurora, Nueva Ecija, the eastern portion of Bulacan (Doña Remedios Trinidad, Norzagaray, City of San Jose del Monte, Obando, City of Meycauayan, Bocaue, Balagtas, Bustos, Baliuag, Pandi, Santa Maria, Marilao, Angat, San Rafael, San Ildefonso, San Miguel), Metro Manila, Rizal, the northeastern portion of Laguna (Santa Maria, Mabitac, Pakil, Pangil, Famy, Siniloan), and the northern portion of Quezon (General Nakar, Infanta, Real) including Polillo Islands.
