The Commission on Human Rights (CHR) on Monday strongly denounced the death of 19-year-old maritime academy cadet Vince Andrew delos Reyes in Calamba, Laguna, reportedly due to severe physical exercise imposed as punishment by his upperclass.
“The Commission has zero tolerance for such actions. Such practices not only jeopardize the physical well-being of the student but also violate their dignity and rights,” CHR chairperson Richard P. Palpal-latoc said.
The CHR called for a swift and thorough investigation into Delos Reyes’ death, appealing to authorities to ensure justice for the victim’s family. Its Region 4 office took cognizance of the incident and conducted its own motu propio investigation.
Delos Reyes accidentally sent a thumbs up emoji in the group chat of the cadet corps, allegedly displeasing his senior who then reportedly ordered the cadet to perform strenuous exercises as punishment.
He then collapsed due to breathing difficulties and was immediately taken to the infirmary, where he was declared dead on arrival.
“The Commission unequivocally denounces any form of violence against students. This incident represents a blatant violation of a student’s fundamental right to life and safety. Severe physical punishments have no place in any educational institution,” Palpal-latoc said.
“The CHR remains committed to protecting the rights and welfare of all individuals, especially students, and calls for accountability and justice in this tragic case,” he added.
