Consumers flock to a Kadiwa store at the Bureau of Plant Industry compound in San Andres, Malate, Manila which sells rice at P29 a kilo. This initiative by the Department of Agriculture aims to provide cheap staple to the so-called vulnerable sectors across 10 locations in Metro Manila and Bulacan.
